WILLS POINT - An alleged puppy mill operator in Van Zandt County has agreed to relinquish custody of all 35 animals recently seized from her property to the SPCA of Texas.

Precinct 3 Chief Deputy Kathy Northcott said the out-of-court settlement negated Thursday morning’s scheduled hearing. It was not clear if the owner would face charges.

On March 21, Authorities retrieved 22 dogs, 11 cats, one pig and one goat from the property. Deputies say the animals were cruelly confined, forced to live in their own filth and were not receiving proper water or food.
