Delta County SheriffRicky Smith discusses a new inmate work program that allows non-violent county jail inmates to leave the jail for work on various projects, under the supervision of a certified jailer.  The sheriff says most of the inmates are eager to work, in order to get out of the jail cells.  They may earn "good time" by doing the work, and he says they learn from the experience.  Also, appearing on the program is Cooper Review editor Cindy Roller.
