Commerce Mayor Wyman Williams says the council discussed the financing of about $90,000 in improvements to the Commerce Animal Shelter in a special meeting this week.  The walls of the shelter are in need of repair to prevent wild animals from getting in.  The council approved changed to the Drought Contingency Plan, allowing for penalties to be imposed for violations.
