The Caddo Mills City Council has placed City Manager Manuel Leal on administrative leave without pay.
Leal had been on paid administrative leave since last month pending the results of an investigation. The council had ordered an outside audit to examine revenues, expenditures and the proper administration of grants during a special meeting last week.
Ed Locker is currently acting as the interim city manager.
