Hunt County death row inmate loses appeal

By Brad Kellar

Hunt County – One of two men sentenced to death row for a 1998 beating death in Hunt County has lost another appeal.

Former South Dakota residents Billy John Galloway and Kevin Scott Varga were both convicted in the capital murder trial of Maj. David Lawrence Logie.

On Wednesday, the 40-year-old Galloway lost the appeal, where he alleged ineffective assistance of counsel and a failure to present mitigating evidence of child abuse and drug abuse. Varga lost a similar appeal in April.

The two men, along with two other individuals were alleged to have lured Logie from his vehicle behind a business along Interstate 30 whe re he was beaten to death and had his car, credit cards and money stolen.
