COMMERCE - State officials have deemed the Children’s Learning Center (CLC) at Texas A&M University-Commerce to be in compliance with all state regulations after an incident at the facility reportedly left a girl’s elbow dislocated.

In a Monday statement by the university, the Texas Department of Family and Protective Services’ report cites that the CLC staff member in question demonstrated “competency, good judgment and self-control” when helping a child off of a bicycle.

The report came following an April 13 story in the online edition of the East Texan stating that a two-year-old girl was reportedly yanked at the arm by a CLC worker the day before when she refused to get off a bicycle, according to the child’s grandmother.

The newspaper reported the child was treated at a hospital.

According to Brian Nichols, dean of campus life and student development, “The incident at the Children’s Learning Center was immediately investigated by the state, and it was determined that the center acted appropriately and was in compliance with all state regulations. We are confident that the Children’s Learning Center and its staff are fully equipped and properly trained to care for the children entrusted to them each day.”

The news release states that the Children’s Learning Center is licensed by the Texas Department of Protective and Regulatory Services, and adheres to standards required of all childcare facilities.
