Commerce Mayor Wyman Williams says the city council is considering the creation of "neighborhood empowerment zones" on the east side of the city that would encourage the renovation of homes and new home construction.  This is in addition to the "opportunity zone" created by the 2017 federal tax law that provides tax incentives for business development in Commerce and many other rural communities.
