May elections: Mayoral election, ballot initiatives in Rockwall

Rockwall County 

Proposition No. 1: Eliminate provisions which have become inoperative because they have been superseded by state law, replace obsolete references, Update Terminology, and eliminate obsolete transitional provisions. 

Proposition No. 2: City council appoint associate municipal judges and eliminate the option of the mayor being required to serve as municipal judge in the absence of the municipal judge.

Proposition No.3: Clarify that newly elected council members will be sworn in to take office at the first city council meeting following the official canvassing of the election.

Proposition No. 4: Increase the number of days the city secretary has to verify signatures on a petition from ten days to twenty one days.

Proposition No. 5: Change the date the city manager must submit the draft budget to the city council from August 1 to August 14.

Proposition No. 6: Change the date the council adopts the budget from 10 days prior to the end of the fiscal year to prior to the beginning of the next fiscal year.

Proposition No. 7: Clarify that council action is required to remove any city board or commission member who is absent from three consecutive regular meetings without explanation acceptable to the city council.

Proposition No. 8: Provide a procedure for operations of the city government in case of a disaster.
