Commerce's small tax revenue compared to Texas cities of similar size presents an ongoing challenge for road maintenance.

Quantifying road usage in the most fair, accurate way possible presents challenge for cities.

Commerce city manager Howdy Lisenbee describes how the city might use fees, rather than sales or property taxes, to fund the ongoing maintenance of local roads. Fees would be assessed by the type of property, with commercial landowners assessed based on the type of business on property, and its estimated generation of vehicle traffic.
